In May 2003 a Memorandum of Understanding was signed between UNIFEM, the UN World Food Programme (WFP), the Afghan Ministry for Women’s Affairs (MOWA) and the Afghan Ministry for Rural Rehabilitation and Development (MMRD). "...the objective of the partnership is to ensure that the analysis of NRVA data, from the year 2003 onwards, will incorporate a strong gender perspective and that capacities for such analysis and the utilization of its outputs for gender advocacy, planning, policy formulation, budgeting, programming and monitoring are developed and institutionalized."

In order to raise awareness in Afghanistan on violence against women, on November 24, 2002, MOWA hosted a landmark even in commemoration of the International Day for the Elimination of Violence Against Women in Kabul, Afghanistan. The event marked the first time in Afghanistan that public declarations have been made that violence against women is no longer acceptable.
